On the fourth day of our Budget discussions, we turn our attention to certain policy and infrastructure challenges that directly impact taxpayers, businesses, and professionals.

Frequent Deadline Extensions: A Confusing Signal

One recurring issue is the last-minute postponement of statutory due dates. While extensions may offer temporary relief, they also send confusing signals to all stakeholders. These postponements often arise due to:
• Low internet bandwidth
• Frequent power fluctuations
• Software glitches on government portals
• System overload during peak filing periods
When such infrastructure limitations disrupt compliance, the credibility and predictability of policy timelines are affected.

Infrastructure Must Match Filing Behaviour

The government can reasonably estimate the volume of users and the mindset of taxpayers — many filings naturally happen close to the deadline. This reality must be planned for, not criticized.
It is the responsibility of the authorities to ensure:
• Adequate server capacity and bandwidth
• Stable power and connectivity support
• Robust portal performance through proper stress testing
• Simple, user-friendly filing systems
Instead of consultants and trade professionals spending excessive time troubleshooting system issues, the focus should be on ease of compliance and reliability of infrastructure.

Blaming Last-Minute Filers Is Not the Solution

Blaming taxpayers for filing close to deadlines does not solve the underlying problem. The real solution lies in:
• Increasing system capacity to handle peak loads
• Strengthening infrastructure resilience
• Ensuring smoother filing experiences even on the last day or last hour
Repeated deadline extensions create double work, confusion, and unnecessary compliance stress. They also encourage a cycle of uncertainty rather than discipline.

A Call for Better Quality and Predictability

We hope to see improved quality, stronger infrastructure planning, and more predictable policy execution going forward. A stable digital ecosystem will make compliance smoother and life more comfortable for all stakeholders.
